Nexamas UI Phase 6 - Python verification patch v3

Fixes Windows PowerShell 5.1 native argument quoting during the dnfile import check.
The package installation had already succeeded; only the verification command was malformed.

Copy tools\docs\Install-NexamasUIDocumentationPrerequisites.ps1 into the project root and allow overwrite.
